Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are released from various governments. Significant resources is devoted on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from across the border, a capacity afforded by timely intelligence. From witness perspectives, military aircraft that had been deployed to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly transforms into grim resignation: perhaps the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Soon after, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a defensive team – probably imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – living the war. But those full day illustrated Ukraine's vital need on Western support – a need that European nations are evidently unprepared to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new approach from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This cycle will, certainly, endure.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington operates on a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does minimal to deter Moscow, through words or deeds, from assuming that the current condition will not shift further in its favour in the near future.
Divergent Views
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its favour.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: political desires to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a only one week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
